President

Valoree Althoff, PRP

Valoree Althoff, MHA, BSDH, PRP was elected as NMSAP President in 2015 has have been re-elected to serve her third term, expiring 2021. She graduated from the University of New Mexico in 2004 with a BS in dental hygiene and 2018 with a Master’s in Healthcare Administration.

Valoree became interested in parliamentary procedure when an important vote was taken at the American Dental Hygienists’ Association House of Delegates convention in 2009. In 2010, she became a member of the NAP/NMSAP. Valoree passed her RP exam in 2013 and received her PRP status in 2015. Ms. Althoff was elected to serve as NAP District 6 Director from 2016-2017 and is currently serving on the NAP Association Relations and Professional Development Committees. Valoree recently earned her Certified Parliamentarian credential in 2019 from the American Institute of Parliamentarians. 


Stephen A. Balke

Stephen A. Balke

Stephen Balke was elected Vice President for 2019-2021 after serving as Technologist and Webmaster since 2014. Stephen has been a Technology Consultant and Project Manager for more than 20 years, having worked as an Adjunct Instructor at the University of New Mexico, an Oversight Consultant for the Department of Information Technology of the State of New Mexico, and independently helping small and medium businesses.

For the past several years, Stephen has been working with various not for profit organizations at the local, state and national levels in leadership and administrative capacities.


Mark Apodaca, RP
Treasurer

Mark Apodaca, RP

Mark Apodaca is a Registered Parliamentarian and has been a member of NAP since 2015. Born in Corona, California, he became deaf when he was only five years old from meningitis. He attended public schools in Lawndale, California and did not learn American Sign Language until he attended college.

Mark received his Associate in Arts degree from Golden West College, his Bachelor of Science in Business Administration and MBA from Pepperdine University, and his Certificate in Accounting from UCLA. He was employed at Hughes Aircraft Company as one of the several Heads of Finance, having been with the company for nearly 16 years. After leaving Hughes, he worked for two nonprofit organizations before accepting the position of CFO at the New Mexico School for the Deaf. He also taught Financial Accounting ay UCLA.

Mark is the only Registered Parliamentarian in the USA who is deaf and plans to earn his Professional Registered Parliamentarian credential. He is interested in teaching Parliamentary Law and Prodecure to memebrs of nonprofit organizations for the deaf throughout the USA. 

Since 1983, Mark has served at least 15 national, state and local boards as Chairman, President, Vice-President and Treasurer. Through his FINLION consulting firm, he serves as a registered agent to at least 15 nonprofit organizations, limited liability companies and small corporations.

Mark is married to Marla and they have three children and seven grandchildren.


Tanya "Tan" Johnson, RP

Tan Johnson, RP

Tanya "Tan" Johnson, MPA, DTM, RP is a member of the Albuquerque Parliamentary Unit (APU) since 2012. She is the past presdient of APU, Alpha Kappa Alpha, Iota Xi Omega Chapter, and Taylor Ranch Toastmasters and Early Bird Toastmasters. Tan is a Human Resources Specialist with the USDA Forest Service. She has worked in many areas in Human Resources, currently she works in Accountability, Compliance and Evaluations, which provides audits on federal HR functions/programs to ensure regulatory laws and requirments are being met.


Adam Hathaway, PRP
Parliamentarian, Immediate Past President 

Adam L. Hathaway, PRP

Adam Hathaway, Professional Registered Parliamentarian, graduated from the University of New Mexico with a Bachelor's Degree in Communication and a Master's Degree in Public Administration.

Adam has been a member of the National Association of Parliamentarians and the New Mexico State Association of Parliamentarians since 2005. He is currently the Parliamentarian for NMSAP and serves as its Immediate Past President. He has also served as NMSAP Vice President and Secretary and is a past president of the Albuquerque Parliamentarian Unit.  Adam has taught praliamentary and leadership courses across the country and served as parliamentarian for national, state and local  organizations. He beleives that learning parliamentary procdure and meeting management allows everyone equal access to the process and equal access to democracy.
